A former Rwandan army chief of staff, Faustin Kayumba Nyamwasa, has been shot in South Africa and taken to hospital in a critical condition.
This is one of reasons why Ms. Victoire Ingabire Umuhoza, the chairperson of the FDU-Inkingi and presidential candidate, is calling for international investigation into extra-territorial executions of Rwandan opponents. We would like to share with you her press release concerning that issue. Call for an international investigation into assassination attempt of the rwandan General Kayumba Nyamwasa On 19th June 2010, General Kayumba Nyamwasa, a former Rwandan Army chief of staff and High Commissioner to India, survived a planned assassination attempt in Johannesburg, South Africa. This is not the first time, Rwandan opponents are executed inside or outside Rwanda, and until now the hand behind has never been named. There will be no reconciliation, no stability, and no relief as long as those crimes remain unpunished.
General Kayumba fled Rwanda in February 2010 and since then has been abused and demonised by the ruling party while he is publicly denouncing the dictatorship marred by corruption, intrigues, lack of justice, absence of the rule of law and a one-man rule.
According to eye witnesses the life attack was carried out by a professional hit man who shot him at close range and in a matter of seconds retreated to a waiting car. The General sustained serious injuries. The modus operandi revives the assassinations of other Rwandan opponents inside the country or in exile. All have in common the fall-out with the current regime and curiously they are killed by an invisible hand using unidentified professional gunmen in similar conditions. For example, the murder of Colonel Theoneste Lizinde in Nairobi, Kenya, in 1996 and the assassination of Mr. Seth Sendashonga, former Interior Minister in Nairobi on 16th May 1998 have never been thoroughly investigated.
This brings up a host of questions, a task for the investigators to pursue in coming months. It is the reason why we call upon an independent international inquiry into those extra-territorial executions of Rwandan opponents. The international community and host governments have the responsibility to protect refugees and asylum seekers. This incident is a nefarious conspiracy for disruption of peace in Rwanda, a country sinking deeply into a political and military crisis. The lack of political space, the arrest of opposition leaders, lawyers and senior military officers, the use of violence and all kind of intimidation of dissenting voices are obvious signs of a country on the brink of chaos.

We would like to share with you the communique of the opposition to Kagame's regime about security situation and election. Deepening security situation in Rwanda The Permanent Consultative Council of Opposition Parties in Rwanda which brings together, The United Democratic Forces (FDU–Inkingi), The Democratic Green Party of Rwanda, le Parti Social IMBERAKURI, is deeply concerned with the continued grenade attacks which are destabilising the security situation in the country, these barbaric acts are causing a serious security and political crisis to the people of Rwanda.
Rwandan opposition leaders F. Habineza, V. Ingabire and B. Ntaganda Our country has indeed suffered a lot, many people have died, we need no more war, no more killings. We strongly condemn all these violent means being used to threaten the Rwandan People and make the upcoming presidential elections a nightmare.
We condemn in the strongest terms possible the use of violence and the authors of the continued grenade attacks in Kigali city and elsewhere in Rwanda. The Opposition Parties have embraced non- violence to change the political situation in Rwanda.
We also strongly condemn the arrest and intimidation of political opponents; sabotage and non-registration of opposition parties.
We believe that without a discussion on creating a level playing field for the 2010 election, the legitimacy of the results will remain a problem.
We seriously condemn the suspension of independent newspapers by the Rwandan High Media Council and its recent decision to ban UMUSESO and UMUVUGIZI Newspapers for good, (freedom of the press is a fundamental right, citizens of Rwanda have a right to balanced information).
The escalation of this crisis is no secret any more: arrest and intimidation of political opponents; sabotage and non-registration of opposition parties, arbitrary detention and exile of army senior officers; suspension of independent newspapers; (unexplained repeating grenade blasts in Kigali city) and “near-war” speeches from the President.
The Permanent Consultative Council of Opposition Parties in Rwanda urge:
- The Government to take all necessary measures to thoroughly investigate these barbaric killings and continued security threats, prosecute those responsible, ensure the physical and psychological integrity of all citizens and inform Rwandans about this unrevealing grenade terror.
- The Government to register the FDU INKINGI and the Democratic Green Party of Rwanda without any further delay.
- The Government to put an end to the harassment, intimidation and withdraw the politically motivated trials of opposition leaders.
- The Government to immediately release the new electoral code and set up a consensus based national electoral commission.
We officially call upon the international community and all bilateral partners of Rwanda to take an active role in the peaceful process for achieving a lasting solution to the current political situation in Rwanda.
